Heavy rain, wind and snow hit California again, triggering flood warnings and power outages in several regions. Storms are expected to continue at least through the weekend, the National Weather Service said. President Joe Biden declared the storms a major disaster and ordered federal assistance to supplement local recovery efforts in affected areas. Flood warnings have been issued for the Bay Area and Central Valley, including Mendocino, Napa, Marin, Sonoma, Sacramento, Merced and Fresno counties. The evacuation took place in Monterey County on the Central Coast, where overflowing Salinas River flooded farmland. The reality is that this is only the eighth of the nine atmospheric rivers we expect to be - we're not done yet. Merced Mayor Matthew Serratto said 5,000 homes have received evacuation orders in the area, which he says is experiencing record flooding.
