Under Xi Jinping's widespread anti-corruption crackdown in China, top officials are being charged with the crime of reading illegal publications. The Chinese Communist Party once allowed its high-ranking officials the privilege of accessing journals and books that were forbidden for the wider population. The publishing system called 'neibu' furnished otherwise banned material, allowing officials to broaden their perspectives, in the hope of making them better leaders. But now, Xi Jinping is bent on clamping down on the double-standard, that once gave political leaders and bureaucrats a global education. In recent years, Chinese media have reported on at least 20 high-ranking officials who have been arrested for reading books and periodicals that are deemed to be fuelling dissent. Banning books in the Communist Party-controlled society is not new. It was during Xi's second term as President that the government introduced a law that required any publisher selling foreign material to have a special license. At the same time, the Chinese Communist Party adopted and enshrined Xi’s school of thought in its constitution.
