If you speak with an NPC and they do not have a quest for you to accept, and you also don’t have a quest from them in your log, you are probably experiencing this visual/UI bug. To fix it: 1. Accept any quests from payphones around the island to reach the limit of active quests you are allowed to have. 2. Try to take on another questline from a payphone to prompt the “Replace Quest” screen. This will show you all your active quests and should also cause them to show up in your quest log once again.
