French President Emmanuel Macron said sending Western ground troops to Ukraine could not be “ruled out” as European allies announced new steps to deliver ammunition and step up Kyiv's fight against Russia. The comments came on Monday after some 20 European leaders gathered in Paris to deliver a message to Russian President Vladimir Putin about Europe's resolve on Ukraine and counter the Kremlin's narrative that Moscow is certain to win a war now in its third year. “We are convinced that Russia's defeat is absolutely necessary for security and stability in Europe,” Macron told reporters after the meeting.
