Thoroughly rinse the soaked seaweed and drain in a strainer. (tip.. Seaweed soaked in lukewarm or hot water smells fishy, so soak it in cold water for about 20 minutes.) (tip. If your seaweed is not cut one, cut it after soaking it.) 2. In a heated pan, stir-fry the beef, and add some sesame oil. Keep stir-frying over low heat until the beef is not red. Add minced garlic and keep stir-frying. And add the soy sauce and seaweed and stir-fry for another 3~4 minutes. (tip. Adding soy sauce while stir-frying beef and seaweed makes them savory and not greasy.) 3. Add the water and bring it to boil for 2~30 minutes. (tip.
