According to Bob McKeown (Fifth Estate) interview with French terrorism expert and analyst, Jean-Charles Brisard, in May 1996, a meeting between top Saudi officials and Al Qaeda meet for a deal for the Bin Laden group not to attack the Saudi Kingdom and to spread Wahhabi ideology worldwide and keep the attacks outside the volatile Kingdom. According to Brisard's intelligence sources and an unnamed eyewitness, those who attended the meeting were, Saudi intelligence head Prince Turki al-Faisal, a representative of Harken Energy (George W. Bush company) Khalid Bin Mafouz (Saudi National Bank), a representative then Saudi minister of defiance, a brother of Osama bin Laden, and three or four arm dealers. According to legendary reporter, Greg Palast, one of the arms dealers who attended the meeting was Adnan Khashoggi, bother of the late US-Saudi journalist, Jamal Khashoggi, who was rumored to be murdered by Crown Prince Mohammed Bin Salman in 2018.
