At least 22 people have died after a packed tourist boat capsized in India's southern Kerala state. The death toll could rise as rescue workers and deep divers continue to conduct search operations. The vessel has been pulled from the water on to the shore for further investigation. The boat, which was carrying about 40 inbound passengers, overturned as it was overcrowded. The police registered a case of culpable homicide against the owner of the boat, who is reportedly absconding.
