Iran's defence ministry and the Revolutionary Guards, an elite force in charge of the country's ballistic missile programme, declined to comment. The Russian defence ministry did not immediately respond to a request for comment. The shipments began in early January following a deal reached in late-December meetings between Iranian and Russian military and security officials in Tehran and Moscow, according to one of the Iranian sources. An Iranian military official, who, like the other sources, requested anonymity due to the sensitivity of the information, stated that at least four missile shipments had occurred and that more would follow in the coming weeks. He declined to provide additional information. Another senior Iranian official stated that some of the missiles were delivered to Russia by ship via the Caspian Sea, while others were transported by air. “There will be more shipments,“ the second Iranian official confirmed. “There's no reason to hide it. We are free to export weapons to any country we wish.“ The United Nations Security Council's restrictions on Iran's export of certain missiles, drones, and other technologies expired in October. However, the United States and the European Union maintained sanctions on Iran's ballistic missile programme, citing concerns about weapons exports to its Middle Eastern proxies and Russia. A fourth source familiar with the matter confirmed that Russia recently received a large number of missiles from Iran, but did not provide any additional information. In early January, White House national security spokesperson John Kirby expressed concern that Russia was on the verge of acquiring short-range ballistic weapons from Iran, in addition to North Korean missiles. A US official told Reuters that Washington had seen evidence of active talks but no indication of deliveries. The Pentagon did not immediately respond to a request for comment on the missile deliveries. Ukraine's top prosecutor said on Friday that North Korean-supplied ballistic missiles to Russia had proven unreliable on the battlefield, with only two of 24 hitting their intended targets. Moscow and Pyongyang have both denied that North Korea supplied Russia with munitions used in Ukraine.
