Mysterious Flashing Lights On The Lunar Surface Filmed Through Telescope. September 2, 2021

This stunning footage was filmed by Ruben Ariza and his location that he recorded this is Armenia, Quindio in Colombia. These light seem to be flashing in what i believe is some sort of code and i counted three separate locations so could the be communicating with each other or with us?
