The Scott Monument on Princes Street, Edinburgh. Although you can't get to the very top, 287 steps will get you most of the way via several ever-narrowing spiral staircases. There are a few level bits on the way up that allow you to walk round the monument at various heights. It's a beautiful monument, both inside and out, with a bit of history on display on the first level along with some magnificent stained glass windows. If you find yourself in Edinburgh and you've a half hour to spare, climb the steps and enjoy the views. You won't regret it...
