The Statue of Liberty's creators believed the project should be a joint effort. The French would pay for the statue; the people of the United States would fund the pedestal. In 1884, through his newspaper The World, publisher and Hungarian immigrant Joseph Pulitzer urged the American public to donate money towards the pedestal's construction.
