The less your walls deform, the better. From my experi-ence, though, we need to focus on more basic issues. In this particular building, these issues included tie-downs without nuts on the anchor rods, end-posts without adequate nailing from the shear panels and inadequate panel edge nailing—more than enough problems to offset any benefit from staggering the panel edges.
