About two hundred thousand Cubans were evacuated in the face of the impending tropical storm Elsa. Most of them are found in the homes of family and friends, as well as in government shelters. The Cuban Meteorological Institute said Storm Elsa is approaching the center of the island after crossing the coasts of three eastern provinces, where strong winds, tidal waves and intense rainfall have occurred. The report also says that gusts of up to 100 kilometers per hour will blow in the central part of the island. Waves will be along the entire southern coast of Cuba, with little flooding from the southern coast of Matanzas to Guacanayabo Bay. According to the official report, at 6 a.m. local time, the center of Elsa was located about 145 kilometers southeast of Playa Giron, in Matanzas.
