In fact, as Palestinian journalist Rami Khouri points out, “the Israelis refused to respond to overtures for political negotiations. Hamas made at least 10 explicit overtures to the Israelis, to the American president, to George Bush, to Rabin, the prime minister of Israel, to others in Israel. Most of these were discreet and private, but some were public. Hamas has offered to negotiate and coexist with Israel in its 67 borders with certain conditions being met.... The Israelis and Americans never responded. They didn't want to get into a negotiation with Hamas on these issues. So the idea that Israel is a peace-loving state that just wants to live with its neighbors quietly is not correct. It's not borne out by the behavior of the state of Israel.
