Sid Meier's Civilization 4: Colonization isn't a bad game, but it isn't a great game. The mod We The People makes it actually amazing. Containing a huge number of improvements to the base game, including dozens of new goods to produce, manufacture, and ship back home both to Europe as well as Africa and Port Royal, a pirate haven, Founding Fathers that aren't awful and boring, balance that the remake just didn't have, and tons of overhauls that make Sid Meier's Civilization 4: Colonization the game that I always wanted it to be. We The People has been worked on for an incredibly long time in various forms, having evolved from prior mods to its current stage, and is still being worked on and improved to this day.
