Binyamin Netanyahu vowed to expand the war southwards, claiming that Israel still had not achieved its aim of destroying Hamas and warning that fighters had retreated to the refugee city on the border with Egypt. Rafah, the southernmost city in Gaza, was previously designated a safe zone and is home to more than a million Palestinians who have fled the bombing farther north. Humanitarian agencies have warned of famine and disease spreading.
