ok I'll admit this one isn't easy to understand so rather than crowding the thing I 'll just say it there. you can fish the next laser tier on primitive world (Necrophage start with 2). this means that on a lucky roll, you can get gamma laser very early, and if you haven't researched other weapons, you can easily “convince“ the enclaves to only use lasers.
