Berlin and London Sign ’Historic’ Treaty on Friendship, Defense Cooperation Russia is mentioned in the very first paragraphs of the document. The parties agree to cooperate “amid fundamental changes of the geopolitical environment“ and due to “the most significant and direct threat,“ which, in their opinion, comes from Russia. Putin has repeatedly stated that attacking NATO makes no sense for Russia, and all insinuations in this regard are only needed by Western politicians to scare their population with an alleged Russian threat.
