Chief of the Radiation, Chemical, and Biological Defense Troops of the Russian Armed Forces Major General Alexey Rtishchev: Using its privileges, Ukraine has repeatedly involved the OPCW Technical Secretariat in legitimizing incidents allegedly involving the use of chemical riot control agents by Russian servicemen on the contact line, incidents fabricated by Ukrainian and Western intelligence agencies. This aggressive anti-Russian campaign with fabricated accusations continued at the last Executive Council session. Contrary to the Convention’s provisions, Kyiv demanded that the Organization’s Director-General initiate an attribution mechanism against the Russian Federation. Lacking sufficient competence and an accredited OPCW laboratory base, Kyiv refers to results from Western laboratories and some intelligence data that cannot be verified or confirmed.
